CGH has an exciting opportunity for a seasoned Sr. Business/Organizational Development Analyst to join the CGH Team.



The ideal candidate will work directly with senior level clients on significant organizational issues and programs of national importance. The candidate will provide consulting services to executive teams leading large-scale change efforts and will manage multiple roles to conceptualize and implement major programs and initiatives.  The candidate will have demonstrated ability to manage complex programs with multiple teams of management analysts, analysts, technical staff, and support staff to develop major programs with measurable outcomes.  


The Sr. Business/Organizational Development Analyst will work independently and with a team to translate the vision of the organization into action.  They will be responsible for enhancing organization business performance through a focus on organizational design, alignment, accountability; cultural shift; team effectiveness; collaboration; and core process improvements.  The candidate will have demonstrated experience leading and/or consulting on national level programs and initiatives.  The candidate will design, develop and implement programs and initiatives and will work directly with people at all levels of the organization on significant organizational issues.   




  • Works directly with senior level clients on significant organizational issues.
  • Capable of managing complex programs.
  •  Interacts with multiple teams of management analysts, analysts, technical support staff, and support staff to develop major program outcomes. 
  •  Supports senior client management teams using a variety of methods and roles (lead, facilitator, subject matter expert, or analyst) to conceptualize and implement major programs.
  •  Provides expert advice and coaching to senior level clients.
  • Develops strategies for major organizational programs integrating operational, economic and technical approaches.
  • Understands successful large scale, complex program and portfolio management and balances stakeholder input from multiple lines of business and domains.
  • Able to effectively communicate methodologies, assumptions, and sources through the use of detailed discussion.
  • Conduct target audience analyses.
  • Experience developing programmatic communications plans and developing products that meet target audience needs.
  • Able to synthesize technical documentation and prepare corresponding presentations properly tailored to various target audiences.
  • Engage in all phases of document or artifact development to help shape communications and stakeholder engagement strategy.
  • Ability to analyze the culture, implement the change an measure outcomes and results using metrics and scorecards.
  • Ability to be a good listener and keep information confidential.




Number of Years Experience Required:

  • Position requires Bachelor's degree and 15+ years of experience, or relevant Master's Degree and 10+ years of experience, plus the ability to demonstrate the required knowledge, skills & abilities.
  • 5+ years experience working with senior executives, preferably in the federal government and/or subject matter experience and/or certifications.
  • 5+ years experience working with Unions preferrably with the National Air Traffic Controllers Association


Minimum Education and Certifications Required: 

  • Bachelor's degree in Business, Public Administration, Organizational Development, Engineering, Management, Social Science, Education, Human Resource Development or related field


Technical Skills Required:

  •  Microsoft Office (Word, Excel, PowerPoint, Outlook)

Other Knowledge, Skills, and Abilities Required:

  • U.S. Citizen or person with valid U.S. Work Visa who has lived in the U.S. for 3 or more years.
  • Extensive experience working with unions preferrably experience with the National Air Traffic Controller Association.
  • Strong multi-tasker, able to manage multiple simultaneous priorities and deliver high quality programs, on-time and within budget results that meet business needs.
  • Autonomous contributor who is both a self-starter and can work with minimal supervision.
  • Demonstrated ability to lead a variety of projects and programs in varied organizational settings.
  • Facilitation, training, methodology development and evaluation skills.
  • Best practices, change management, business management techniques, organizational, development, and project management support.
  • Technical expertise in content areas required for analysis and development of solutions to problems under consideration by the client.
  • Good interpersonal skills.
  • Ability to express ideas orally and in writing.
  • Ability to plan and prioritize work.
  • Extensive experience with Air Traffic Control
  • Design, delivery and implementation of programs and services that facilitate the alignment and integration of people, processes and technology, vision and strategy, leadership and workforce, business goals and culture.
  • Must have political savvy, learning agility, analytical ability and strategic thinking skills including strategy development.
